When awarding construction contracts, public-sector clients frequently choose not only price as the sole award criterion, but also use other criteria to determine the most cost-effective bid. As a rule, bidders are therefore required to submit concepts with the bid, for example on the equipment to be used or on the intended construction sequence, which are then evaluated and decide whether the bid is accepted or rejected. The content of these concepts and their correct evaluation therefore play a central role in the award of road construction services.
